Kansas Releases New Building & Construction Manual

The Kansas Office of Facilities & Property Management (OFPM) has updated the Building Design and Construction Manual as of July 1. The manual was updated to comply with the passage of HB 2267 that changes the way cost proposals for Construction Management at Risk are evaluated. Further, a new common fee proposal cost sheet will be issued with RFP’s for all state-funded higher education and K-12 Construction Management at Risk projects. Finally, the law changes the notice requirements for advertisement of public hearings or qualifications for Construction Management at Risk projects. AIA Kansas monitored this legislation as it moved through the Legislature. The Associated General Contractors promoted HB 2267 and AIA Kansas was neutral. The legislation does not impact how architectural services are obtained.
